I did notice along waist line it looks as if peplum was taken up a bit as I see stitching covered in a small segment here and there

The elbow length sleeves have ruffled cuffs, also trimmed with lace. Diagonal bust darts, and vertical darts above the waist in front and back provide shaping, although the bodice was likely intended to be just a bit loose fitting, and comfortable.
