Constructed of silver, the obverse consisting of a central winged spoked wheel topped by a royal crown, above a laurel wreath joined by a ribbon, overlaid by a plaque with a raised number of 25, the reverse with a barrel hinge and horizontal pinback meeting a round wire catch, maker marked JOH. WAGNER & SOHN, BERLIN W. with a silver content number of 900 and crescent moon and crown
